UPDATE: Number of database connections exceeded the maximum allowed. Database was restarted and service has been restored.
There is currently an outage with the reservation system as per Oracle:
We are currently experiencing a degradation for the Xpress hosted environment. Although no parts of the Opera application are down and all services are fully available, users will notice longer than normal load times and response times while navigating and working in the application.
ORACLE Cloud Operations is actively engaged and is researching the issue. Thank you for your patience as we work to restore full functionality. We will provide another status update in 1 hour.
